
James K. Reed, M.D., is president and chief executive officer of Northeast Health. Dr. Reed joined the network in 1999 as executive vice president and chief medical officer and was appointed chief operating officer in 2001, and his current position in January 2005. Dr. Reed has 30 years of experience in healthcare and corporate operations.
Dr. Reed has a bachelor's degree in economics from Amherst College; a master's degree in business administration from the Wharton School of the University of Pennsylvania; and a medical degree from the Cornell University Medical College in Manhattan. Prior to his medical career, he worked as manager of strategic planning and manager of acquisitions and divestitures for the Union Pacific Corporation. He also served in a number of management positions for the International Paper Company, including as director of corporate finance.
Prior to Northeast Health, Dr. Reed was a practicing family physician and partner in Partners in Family Medicine in Brunswick, NY, from 1991-1999. He also served on the board of directors for Northeast Health before his appointment to the network.
Currently, Dr. Reed serves on the board of the Healthcare Association of New York State (HANYS), HealthNow New York Inc., the Albany Symphony Orchestra, as well as the board of trustees of The Sage Colleges, Medical Liability Mutual Insurance Company, Troy Redevelopment Foundation, and the Rubin Dialysis Center. He is also on the advisory board of the Graduate College of Union University.
Dr. Reed is a frequent speaker on healthcare policy issues. He has been quoted in numerous periodicals, including HealthLeaders and Hospitals & Health Networks Most Wired Magazine.

John A. Collins, MD, FACP, was appointed chief medical officer of Northeast Health in 2005. Dr. Collins has nearly 30 years of experience in the medical field. He was previously senior medical director for CDPHP (Capital District Physicians' Health Plan) and has worked in various management roles for health maintenance organizations in New York and New England.
Dr. Collins has a bachelor's degree in chemistry from Boston College and a medical degree from the University of Connecticut School of Medicine. He completed his residency in internal medicine at SUNY Upstate Medical Center in Syracuse and is board certified in internal medicine. He also is a diplomate having completed the Mahler Advanced Management Training Course, and a Fellow with the American College of Physicians.
Dr. Collins is affiliated with many professional organizations. He is a member of the Massachusetts Medical Society and the Rensselaer County Medical Society. He serves on the executive committee of the New York Health Plan Association's Medical Directors Division and is chair of the legislative committee. Dr. Collins also is a member of the board of advisors for the American Cancer Society and on the board of directors for HIXNY, the Healthcare Information Exchange of New York.

Thomas M. Schuhle is chief financial officer and executive vice president of Northeast Health. With 32 years of experience in finance, he is an expert in federal and state third party rate reimbursement regulations. Mr. Schuhle also has developed numerous computer applications relative to New York State hospital and long term care reimbursement methodologies. Before being named CFO of Northeast Health in 1995, he served as director of finance/reimbursement for The Eddy network for nine years.
Mr. Schuhle graduated magna cum laude with a bachelor's degree in accounting from the University of Vermont, where he also garnered the Joel Mackenson Accounting Award for outstanding academic achievement in the top one percent of class.
Mr. Schuhle is a member of the New York State Society of Certified Public Accountants, and the Health Care Financial Management Association of Northeast New York.

Ms. Costantino has more than 36 years of experience in administrative and health services. Before joining The Eddy in 1996, she was vice president of direct pay operations, which included Medicare supplemental products, for Empire Blue Cross and Blue Shield. She also has held several senior positions with state government agencies, including serving as deputy director for the NYS Division of the Budget, deputy commissioner for the NYS Department of Social Services' Division of Medical Assistance, executive director of the NYS Assembly Majority Leader's Office, and staff director of the NYS Assembly Health Committee.
Ms. Costantino is currently a board member for the American Association of Homes and Services for the Aging (AAHSA) and ex-officio of AAHSA's House of Delegates. She also serves on its Commission on Ethics in Aging Services, Health Systems Task Force, National PACE Association/AAHSA Task Force, and Education and Leadership Development Committee. She formerly served on the Budget and Finance Committee, Financing Cabinet, and Task Force on Medicaid. She is board chair of the Foundation for Long Term Care (research arm of NYAHSA) and an active board member for the New York State Health Foundation and chair of its Finance and Operations Committee.
She also serves on the Continuing Care Policy Committee for the Healthcare Association of New York State (HANYS), and is a member of the Home Care Policy Council for the Home Care Association of New York State (HCA).
Ms. Costantino has served as a board member on several professional associations, including past-chair of the board for the New York Association of Homes and Services for the Aging (NYAHSA) and a member of NYAHSA's Executive, Strategic Planning and Nominating Committees as well as NYAHSA's Continuing Care Restructuring Task Force, Governance Task Force and Public Policy Committee. She is currently a member on NYAHSA's Joint Association Task Force on Nursing Home Reimbursement.
Previous board memberships include: The Community Hospice, Inc., United Way of the Greater Capital Region; Arsenal Business and Technology Partnerships Board; National Chronic Care Consortium; National Academy for State Health Policy; New York City Advisory Council on Child Health; State Medicaid Directors' Association; and Task Force on Recruitment, Training and Retention of Home Care Workers.

Norman E. Dascher is chief executive officer of the Patient Care Division and executive vice president of Northeast Health. He has 24 years of experience in healthcare management. Before his current appointment in 1998, Mr. Dascher served as chief operating officer of Samaritan Hospital from 1996 - 1997 when he was named chief operating officer of the Patient Care Division.
Mr. Dascher has a bachelor's degree in business administration from the University of Massachusetts in Lowell, Massachusetts; and a master's degree in health care administration from George Washington University, Washington, D.C.
Mr. Dascher is a Fellow in the American College of Healthcare Executives, serves as chairman (and formerly vice chairman) of the Board of Directors of Yankee Alliance, and is a member of the Executive Committee of the Board of Iroquois Healthcare Association. Previously, he served as chairman of the Business Services Corporation of the Albany-Colonie Regional Chamber of Commerce; board member of the American Cancer Society and American Heart Association; and member of the New York State Radiology Technology Board. Currently, he serves as a member of the NYSERDA (New York State Energy Research and Development Authority) Healthcare Focus Advisory Board; member of the Emergency Department Data Institute (EDDI) Advisory Board; and instructor in the Junior Achievement Program.
Mr. Dascher has earned several awards for leadership and community involvement, including: Ellis Hospital Annual Fund Campaign, Outstanding Leadership, 1993, 1994, 1995; United Way of Northeastern New York, Unsung Hero Award; and Samaritan Hospital, Operation Care Award.
In 2007, Mr. Dascher was presented with the American College of Healthcare Executives Regent's Award "Senior Level Healthcare Executive" in recognition of demonstrated leadership; innovation and creative managmeent; and executive capability in developing and promoting its growth in the community.
